Android-Temporarily Prevent Users From Using Other Apps

I am building an app that should draw over other apps until the user finishes a journal entry.

The logic for creating and saving journal entries to a local Room DB is finished.

What needs to be done:

Write logic to prevent users from opening other apps until they create a journal entry.

Whether this is done by drawing other apps / stopping other apps from opening / forcing this app to open doesn't matter.

What matters is that the users should be unable to use other apps until they write a journal entry.
