OTP-gated job closure is the right call, but WhatsApp Business API needs a pre-approved template for OTP delivery, and Meta rejects anything that looks promotional. I'll wire SMS as the fallback so closures never stall. Laravel backend with REST APIs, React admin for complaints, assignments and the three exportable reports, and an Android app with live location and status updates. 1) Which SMS gateway do you prefer, Twilio, Vonage, or a local Pakistani provider? 2) Do you already have a Meta Business Manager approved for WhatsApp API?
