Well its surprising why Windows EC2 is used to forward HTTPS to HTTP. Did your architect mentioned any reason for this approach? I'm pretty sure that it can be DEFINITELY be done with either Classic or Application Load balancer.

Classic ELB can definitely handle HTTPS requests, the previous architect may have had trouble with cross-AZ traffic, forwarding rules, or ACM SSL certificate. Hi, I've been a network expert for over 25 years and I deal with large datacenters and then loadbalancers. Your architect probably told you that elb cannot handle https requests simply because it lacks the SSL. I can reconfigure the entire architecture and make it fully operational.
