That's the split I'd design around here: intent resolution feeding into a small, fixed set of Postgres actions and webhook calls, rather than letting the model touch the database directly through open-ended SQL. I've built backend services that wire an LLM layer into existing data through bounded tool calls rather than free-form generation, keeping the model's job to routing and argument extraction while the actual queries stay in code I control. For this build I'd start with the intent classifier and one or two of your core DB actions wired through function calling, get a request round-tripping end to end, then layer in the rest of the tool set and the REST and webhook side once that loop is proven out. M1: Intent resolution and core DB query loop working end to end, $250, 3 days. M2: Full tool set, remaining actions, error handling, REST endpoints, $300, 2 days. M3: Webhook delivery, retries, and testing against your real request patterns, $200, 2 days. The split above is a starting number off the brief.
