Implementing a proposed algorithm in Weka- Data Mining tool

I want to implement my proposed algorithm in Weka Data Mining tool. Let the dataset is distributed in two sites ( Distributed data) and a decision tree is to be created in Weka by taking into consideration the privacy of data.

The data is vertically partitioned and both the parties do not want to share their data. even then they want to create a decision tree so that both can take decision on the basis of the tree. I have proposed an algorithm regarding this. Only I want is to load that algorithm in Weka which will be coded in Java.
