Vectorize and Upscale Image

I need a PNG image converted to a vector and upscaled for professional printing. The final print size will be 2300mm high by 1500mm wide excluding the two towers. The two towers need to be 462mm wide by 1862mm. Needing this file to be at least minimum 300 DPI, but higher DPI is preferred if possible. The current pixel count is approximately 3,000 pixels, but it needs to be upscaled to at least 30,000 x 20,000 pixels or higher to ensure no blurriness for professional printing. I would prefer a better quality to ensure my pictures turn out beautiful and fantastic quality. This project will be used as a professional life-sized party foam board cut-out. Requirements: - Exact color matching to the original PNG - Final vector file in EPS format Ideal skills and experience: - Proficiency in vectorization and image upscaling - Experience with color accuracy for print - Expertise in EPS file format - Expertise in pixel upscaling
