This is calculated in percentage (e.g. 1%), and is a 'fee' that is taken at every entry and exit of a trade. We want this to act as a 'Reward' on every entry or exit of the trade. For instance, at each entry or exit, you will be 'rewarded' 1% of the investment amount/closing amount.
