A big company has >5000 employees,
The company sends some of its employees for business trips, conferences, workshops, etc, and needs to issue airline tickets for them.
The company can NOT give cash to the employees.
The company sends a credit to a contractor (travel agent to do the ticketing).
The travel agent gets the contract, gets the credit and does not offer good service as he already has the credit.
The employees are very upset, and want to have some freedom in selecting a travel agent, or buy online.
The company cannot allow cash,

We need a plan which preserve the company right for not giving any cash, and give the employees the freedom of selecting any travel agent, or online.

I am not sure what kind of quality work you are expecting...but is there anyway that you can make this hidden or allow more posting options? I have a excellent business plan and solution for you - however, there is no way to post it. There is a 1,000 word description limit and it only allows image files uploads...

Please consider automation, the plan must be implemented on a web application, so the employee can do everything online.
