My name is DJ Smirnoff. My website [login to view URL] has been
running slow lately. It may be doing this because I've used DNS server
settings from cloudflare.com. I have a wordpress blog, and I use alot
of apps. I understand I might have to get rid of some in order to make
my site load faster. I would like to know how much will it cost to
get my site fully optimized, and running fast.

You have to change your server to make it fast and also some other techniques are out there to optimize it. Changing of server costs something in between $60-$100.
While talking about SEO i want to tell you that this all depends on your keyword, If you need keywords on top mentioned by you, than current status of your site and Keyword difficulty is analyzed to estimate time and budget.
