I need help figuring out the encryption technology used. I have the encryption key, just do not know the cipher used. The first person to post the correct answer wins.

The encryption key as pulled from the system - 90|243|63|133|230|21|195|125|173|249|168|78|251|9|208|31
The encrypted string - NIrQMMouQp4BSIcRh622fg==

The decrypted string starts with a 4 and is all numbers. AND IS 9 DIGITS LONG

If there is a winner, the winner will be offered a freelance job.

Here is a new string with results. If you can tell me what decryption/cipher you used to recreate the same results, and I can reproduce the results, you will win.

It is a custom encryption for sure.
Near impossible to figure out for everyone but the developer who wrote the algorithm.

I tryied with many encryption algorithims (DES, AES, Blowfish) but none of then get the data decrypted. Maybe there is a diversisfication algorithim or a seed / IV that is missing?

My expertise is in cryptography. The string was not only base64 encoded but also encrypted with a secret key that you supplied. Most people overlooked the encryption step and assumed it was just a simple encoding.
The encryption technology used in this case is complex and requires a thorough guide. However, this cannot be done in a Contest Entry due to the limited time and space.
