Just want to clarify something from the brief, may have been lost in translation. What would you say your unique selling point is vs. your competitors, and who is your main target market?

It's great that you know what you want, I had a look at the pdf file. A logo by itself would be about $200, a html site with psd template for ecommerce would be somewhere around $1000. If you could skip the psd requirement and allow freelancers to use a customized html template instead you might get more interest. We'd love to have a go but this is at least two full days of work and at $300 it's not worth the gamble.
