What I need is mainly two things:

1- Design a Revolution Slider to advertise the featured ad option that would allow users to get up to 10,000 people viewing their ads less than 5 days.

This 10,000 viewers are through facebook advertising which the site pays for.

The cost of getting the ad featured is $20.00 USD.

The revolution slider will go on the homepage of the site along with the other slider.
On the revolution slider you can include two buttons, one saying something like "More Info" to go the page about the featured ad and one button saying something like "Feature your Car Now"

2. Design a webpage in the website titled "Why advertise with Us"

The page should be done like a very high quality sales page.
The homepage of this theme is a very good example.
