Sorry but what exactly is the process here? - does it go like - 1 the designers post their work for the said site ,2 the contest host reviews and accepts or rejects it ? is that so ? am i missing something .I am first time user of this site - just logged in and interacting for the first time please explain anyone----? BTW abt me- I am usability consultant/ Information architect with 5 + yrs exp in the field .

  Yes that's correct. The comment of "mbr2" came because we posted the project without "guaranteed", but we added it since. So it ensure there will be one freelancer that will receive the payment. Apparently (I'm not very experience in this site neither) there is jobs that do not receive payment when they are not guaranteed.

It happens quite often on Freelancer.com where projects like these are posted, and people work on them without any commitment from the holder's side and then the contest is suddenly just taken off the site without awarding a winner as it wasn't guaranteed. No, thank you.
