Contest Brief

I need a custom Wordpress theme for a police department.

Requirements:
It needs to be a responsive design to scale from desktop to mobile view.
The main navigation menu should have room for 6 or 7 links
The links need to drop down or somehow expand to show a sub menu
The sub menu may also have items inside and will need to expand.
There should be a section on the homepage for quick links.
The address should be in the footer of every page.
There should be room for pictures, maybe a rotating slideshow on the homepage.

The rest of the design is up to you. I am looking for something unique.
